Bushfire Attack Level (BAL) Assessments

BAL assessments may be required for projects in Bushfire Prone Areas.
The Australian Standard AS3959:2018, Construction of buildings in bushfire prone areas, specifies requirements in order to improve the resistance of buildings to bushfire attack from burning embers, radiant heat, flame contact and combinations of these three attack forms.

Bushfire Management Plans & Statements

For properties under a Bushfire Management Overlay (BMO), applications for planning or building permits may require a Bushfire Management Plan and Statement.
There are 5 application pathways for planning permits in the BMO, these are:

Pathway A: Single dwellings in a schedule

Pathway B: Non-habitable out-buildings

Pathway C: Single dwellings in existing settlements

Pathway D: All other buildings and works

Bushfire Prone Area (BPA) assessments & reports

In May 2026, the state government introduced new rules regarding developments on land within a bushfire prone area.
Clause 53.02-6 was introduced to ensure that site-based bushfire protection measures are considered as appropriate.
